Stipend Policy

NRSA FY 2024 Stipend Levels

Eligibility

NIH Policy

The individual to be trained must be:

  • U.S. citizen.
  • Permanent resident.
    • They must have a currently valid Permanent Resident Card (USCIS Form I-551) or other legal verification of such status.
    • Fellowships: Must have been admitted for permanent residency at the time of award.
    • Training Grants: Must have been admitted for permanent residency at time of appointment.
  • Asylum/Refugee may not be appointed to a Kirschstein-NRSA training grant until they have also secured permanent residency status.
  • Temporary or student visas are not eligible for Kirschstein-NRSA support.
  • More restrictive eligibility requirements may be applied by the described training program (e.g., based on GPA, GRE scores, cumulative exams); however, the data must be reported using the NRSA definition.

Stipends

Trainees are not employees of the university and do not receive salary, they receive stipends

  • A stipend is provided as a subsistence allowance for Kirschstein-NRSA fellows to help defray living expenses during the research training experience.
  • Trainee stipends and tuition are obligated for the full 12-month appointment from the budget period in which the appointment is initiated. Trainees can be appointed anytime during the budget period.
  • Portions of stipends and tuition that extend beyond the budget period are carried over as unliquidated obligations.
  • Know your budget start and end dates to effectively manage trainee appointment.
  • No trainee may be appointed to NRSA training grant for less than 9 months without prior NIH approval.
  • In the event of early termination, the stipend will be prorated according to the amount of time spent in training, and NIH may issue a revised NOA.

Additional Compensation

NIH Policy
  • Predocs must be in UCPath by July 1, 2024 for the August 1, 2024 pay date. Learn more about trainee compensation here: https://ucsdcollab.atlassian.net/wiki/x/2oMGOg.
  • Both Pre and Postdocs can receive "additional compensation" to their T32 NIH stipend.
    • Predocs must be paid from a non-federal fund source (per EVC policy November 2023).
    • Postdoc compensation can be paid from a federal fund source but it may not be paid from a research grant that supports the same research that is part of the trainee’s planned training experience.  
**Often administrators use the same terminology for "supplementation" as "additional compensation" however, NIH policy makes a distinction between the two.  NIH Policy - 11.3.10 Stipend Supplementation, Compensation, and Other Income.

Support Years

Predocs - Maximum 5 years of aggregate NRSA support (Training grant or fellowship)

Postdocs - Maximum 3 years of aggregate NRSA support (Training grant or fellowship)

  • This includes any combination of NRSA support from institutional research training grants (T) and individual fellowships (F).
  • Any exception to the maximum period of support requires a waiver from the NIH awarding office based on review of a justification from the individual and sponsoring institution. The fellow must make the request in writing to the NIH awarding office.
